Good Samaritan Law to Protect Missouri Families
ST. LOUIS, (SLFP.com), June 10, 2007 - Gov. Matt Blunt signed legislation that will allow doctors, nurses and other licensed health care professionals protections to better serve Missouri families during declared disasters. The governor called for this legislation in his State of the State address.

"Missourians and others across our nation have shown their generosity when it comes to helping their neighbors during their times of need," Gov. Blunt said in an announcement on Friday. "Health care professionals who offer their time and expertise to help our neighbors during an emergency should not fear frivolous lawsuits. This legislation also enhances our ability to efficiently and effectively respond to Missourians needs during an emergency."

"Passage of this bill is an important measure for health care workers across the state," said Debbie Mays, BJC director of emergency preparedness. "In the event of a disaster, the community depends on the rapid response of the health care community, and House Bill 579 helps relieve workers of liability concerns in a time of crisis."

House Bill 579, sponsored by Rep. Tom Dempsey, provides Missouri doctors, nurses and other licensed health care professionals serving as Good Samaritans liability protection when assisting Missourians during a declared disaster. The legislation also extends the same protections to licensed health care professionals from other states who volunteer to help Missourians during emergency disaster situations.

The legislation also allows the Department of Health and Senior Services to recruit, train and accept the services of citizen volunteers to dispense medication in a public health emergency under the supervision of a licensed health care professional. This provision will assist the state in continuing to develop a comprehensive plan to deal with the effects of a possible pandemic flu.

To increase efficiency in times of emergency, the legislation also moves the State Emergency Management Agency (SEMA) from the authority of the Adjutant General to the direct authority of the Department of Public Safety Director. The move is one of the state government improvements recommended by the governor's State Government Review Commission. The change will enhance efficiency and response capabilities as SEMA coordinates with all of the various divisions of the emergency response community.

New Express Scripts Headquarters Opens in St. Louis
ST. LOUIS, (SLFP.com), June 10, 2007 - Gov. Matt Blunt participated in a ribbon cutting ceremony, Friday, marking the relocation of Express Scripts new headquarters on the campus of the University of Missouri-St. Louis.

"This unique collaboration of private, government and university sectors has been a significant step in Missouri's innovative approach to economic development and our Quality Jobs Act," Blunt said. "I am pleased the state could provide assistance in the creation of these new jobs and economic development in St. Louis."

Express Scripts will be the highest-ranking Fortune 500 Company with its corporate headquarters on a university campus. The location will promote collaboration between Express Scripts, one of the largest companies headquartered in St. Louis, and the region's largest university. That collaboration was the first to utilize the Missouri Quality Jobs Act.

Express Scripts will continue to have a strong presence at its former headquarters in Maryland Heights. That facility will house Express Scripts' customer-contact center and pharmacy operations.

"This is exciting news for the St. Louis region and the state of Missouri," Blunt said. "Our focus on helping employers and entrepreneurs create and retain good jobs is increasing opportunities for our working families."

MySpace.com Discloses Identity Of Sex Offenders
JEFFERSON CITY, (SLFP.com), June 10, 2007 - Attorney General Jay Nixon has provided the Missouri State Highway Patrol with the names and other information of 178 convicted sex offenders identified as having pages on the popular social networking Web site MySpace.com. Nixon is sharing the information with Missouri law enforcement, which will examine the data to look for potential parole violations by offenders who may be barred from using a computer or contacting minors.

"I will continue to work with my fellow Attorneys General to protect young people from predators who disguise their intentions on Internet sites," Nixon said. "The cooperation of MySpace in identifying these sex offenders and providing us with that information is an important part of this process."

Missouri is part of a multi-state group of Attorneys General working to protect young people from sexual offenders who may be using MySpace and similar sites to contact minors. After Attorneys General sent a letter to MySpace on May 14 demanding that the company turn over information about sex offenders, MySpace confirmed that Sentinel Tech Holdings has already identified thousands of registered sex offenders as members of the popular social networking site. MySpace has deleted these users from its site but preserved information about them and provided it to the Attorneys General.

Nixon said MySpace will continue to search its site for registered sex offenders and will give the states information about all offenders found on its site, including their e-mail and IP addresses. The Attorneys General commended MySpace for taking this important safety step.

The fact that many sex offenders have used MySpace points out how dangerous social networking sites can be for children, Nixon said. In 2006 alone, there were almost 100 media reports of criminal incidents across the country involving adults who used MySpace to prey or attempt to prey on children. Nixon said he and other Attorneys General remain concerned about other sex offenders who may be on the site using an alias and misrepresenting their age.

Nixon and the other Attorneys General are pushing social networking sites to do a better job protecting children from threats such as sexual predators and inappropriate content. Because of the push by the Attorneys General, MySpace previously took steps to improve safety on its site, including screening profiles for inappropriate content and making certain profiles private.
