Flood Waters Pile Debris at Attractions on Riverfront
Floor Levels at St. Louis
MAY 14, 2007 - As flood waters crest in St. Louis covering the riverfront levee, piles of debris surround the President Casino, located the just north of Eads Bridge.

The 'Return of the Captain' just south of the Eads Bridge has drawn many visitors to see how high the water had risen on the 26 ft bronze statue. Families and friends have gathered everyday at the Arch steps to watch the fast current carry trees and other debris down the Mississippi River.

Flood levels are cresting lower than first predicted in the St. Louis and St. Charles area. The Missouri River is expected to crest at 29.5' on May 15 in St. Charles (flood level is 25').

On May 10, Govenor Blunt requested that joint federal and state damage assessment teams begin assessing flood damage in affected counties. The governor anticipates requesting the teams to survey damage in other counties as the flood waters move down the Missouri River.

"As the water begins to recede we will have a better sense of the damage and I anticipate asking President Bush for a major disaster declaration," Blunt added.

Historic Preservation Efforts Recognized in St. Louis
ST. LOUIS, (SLFP.com), May 14, 2007 - Gov. Matt Blunt was in St. Louis, May 8, to congratulate Downtown St. Louis Revitalization for receiving the 2007 Preserve America Presidential Award. The honor makes Missouri the first state to boast two Preserve America award winners.

"Missouri is home to countless rich and historic downtowns and communities," Gov. Blunt said. "I congratulate Craig Heller and John Steffen on their efforts to preserve the history of downtown St. Louis and take a comprehensive approach to revitalizing historic properties. As we work to renew growth and prosperity in Missouri downtowns through the DREAM Initiative, communities, businesses, and Missourians are recognizing the limitless opportunities that exist in historic preservation and downtown revitalization."

The President's Advisory Council on Historic Preservation today recognized Craig Heller of LoftWorks, LLC, and John Steffen of The Pyramid Companies, which together make up Downtown St. Louis Revitalization. The team was honored in the private preservation category this year. They join Missouri's Bolduc Historic Properties of Sainte Genevieve that, in 2005, received an award in the same category.

"I join Governor Blunt in applauding the efforts and accomplishments of Mr. Heller and Mr. Steffen to breathe new life into historic neighborhoods' said Lt. Governor Peter Kinder, who attended the Rose Garden ceremony Wednesday afternoon on behalf of the governor. "Governor Blunt's DREAM Initiative offer's new ideas for redevelopment for our cities, and I believe we will see many more success stories in the future as the result of these efforts."


Missouri Health Care Budget Passed
ST. LOUIS, (SLFP.com), May 6, 2007 - The General Assembly has passed a budget that will improve Missourian's health and transform the state's health care safety net.

"The budget reflects my commitment to improving our health care safety net for vulnerable Missourians by increasing choice, improving quality and promoting preventative care," Blunt said. "I applaud the General Assembly for joining me to deliver improved access to affordable health care for every Missourian and the guarantee that the sick and the poor will be well served."

House Bill 11 provides, among other things, the governor's recommendations for:

* $26.5 million increase to improve care delivered to seniors and disabled Missourians in nursing home settings
* $40.6 million increase to modernize the state's Medicaid payment system
* $6.7 million increase to provide child care for working families who earn less than 127 percent of the federal poverty level. This funding ensures no qualified families will have to wait for child care
* $5.7 million increase to provide additional placements through the Adoption Subsidy and Subsidized Guardianship programs, which provide permanent homes for abused and neglected children
* $5 million increase for enhancing information technology at Federally Qualified Health Centers (FQHC's) by building an electronic health records system
* $3.3 million increase to contract with county prosecuting attorney's offices for the enforcement of obligations for delinquent child support payments from parents
* $3.2 million increase to provide an increase in payments to service providers of residential care for abused and neglected children
* $2.1 million increase to assist the state's child welfare program in achieving national accreditation
* $6.4 billion total funding for Medicaid that reflects $886.5 million in new funding, and includes:
* $94.9 million for rate increases in managed care, hospice, NEMT, Premiums, and Clawback
* $69.9 million for increases in pharmacy needs
* $19.7 million increase for durable medical equipment
* $129.4 million for Mo HealthNet that includes
* $52.9 million for physician related rate increase
* $20.2 million increase for medical care for employed disabled clients
* $17.5 million to provide an annual health risk assessment for Mo HealthNet recipients
* $13.2 million increase to make health care coverage affordable to lower-income Missourians
* $7.8 million increase to expand health care coverage for children through the State Children's Health Insurance Program (SCHIP)
* $2.9 million increase to fund pay-for-performance incentives to providers participating in the Chronic Care Improvement Program
* $1.7 million increase to extend health care benefits to foster children until their 21st birthday
