Port Authority Obtains U.S. Air Force Site in Lemay
ST. LOUIS, (SLFP.com), February 28, 2006 - St. Louis County Executive Charlie A. Dooley has announced that the United States Air Force and the United States Services Administration (GSA) have agreed to transferthe 39-acre National Imagery and Mapping Agency site to the St. Louis County Port Authority.

The site, located in South St. Louis County, was severely damaged in the 1993 flood and has been deserted and in need of environmental remediation since that time. The Air Force and GSA reached an agreement with the St. Louis County Economic Council to transfer the property under a lease/transfer agreement for $1.25 million.

The Port Authority will now be able to begin remediation of the property and return it to productive use. The agreement will also facilitate the remediation and development of the nearby NL Industries site slated for Pinnacle Entertainment's $375 million investment in an entertainment and retail facility.


Syndicate Trust Building
State Tax Credits Will Be Used to Redevelop Syndicate Trust Building
ST. LOUIS, (SLFP.com), February 26, 2006 - Gov. Matt Blunt has announced the approval of state remediation tax credits that will help launch an $82 million rehabilitation of the Syndicate Trust Building into a mixed use facility that will house several new businesses and support at least 268 new jobs.

The Missouri Department of Economic Development approved up to $4.1 million in Brownfield Redevelopment Program remediation tax credits for the property located at 915-923 Olive St. The tax credits will help offset costs involved in the cleanup of environmentally hazardous materials at the site, which has been vacant for the past decade.

"The Brownfield Redevelopment program enables the state to facilitate the creation of new jobs and new businesses in places where structures exist, but have been neglected and no longer contribute to the local economy," Blunt said in an announcement. "The rehabilitation of the Syndicate Trust Building will further complement the strong, ongoing revitalization efforts in downtown St. Louis as it draws even more jobs and investment back into the heart of the city."

Syndicate Partners LLC plans to purchase and redevelop the building that was built in 1906. The turn-of-the-century, 16-story brick and stone structure has served as retail and office space. Once the project is complete, the new tenants will include two restaurants, a home furnishing store, an art gallery, a property management office. It will also feature residential housing units and a parking facility.

The property meets the under-utilization requirements of the Brownfield Redevelopment Program and was accepted into the Department of Natural Resources' Voluntary Cleanup Program in August.

The Brownfield Redevelopment Program provides financial incentives for the redevelopment of publicly owned commercial/industrial sites that were abandoned because of contamination caused by hazardous substances.


Pinnacle Entertainment Buys President Casino
St. Louis Riverfront

ST. LOUIS, (SLFP.com), February 26, 2006 - Pinnacle Entertainment has announced that it has entered into an agreement with President Casinos, Inc. to purchase all of the outstanding capital stock of President Riverboat Casino-Missouri, Inc., which does business as President Casino St. Louis Riverfront, for approximately $31.5 million.

This purchase agreement will be submitted to the United States Bankruptcy Court for the Eastern District of Missouri and is subject to a potential overbid by third-parties, as well as approval by the Missouri Gaming Commission. The agreement calls for a bankruptcy auction to occur by May 16, 2006.

Located on the Mississippi River in St. Louis, Missouri, President Casino St. Louis Riverfront houses approximately 1,025 slot machines and 30 table games. It is located within walking distance of the Laclede's Landing historic district and Pinnacle's under-construction $200 million casino project in downtown St. Louis which includes a 75,000-square-foot, 2,000 slot casino; a 200-guest-room luxury hotel; retail space; and a large parking structure.

Pinnacle also plans to invest an additional $50 million of residential housing, retail, or mixed-use developments in the City of St. Louis within five years of the opening of the casino and hotel.


Web Business Ordered to Stop Obtaining, Selling Cell Phone Records
JEFFERSON CITY, (SLFP.com), February 26, 2006 - A judge in Cole County has prohibited a Web site and its operators from obtaining or selling the cell phone records of Missourians.

Attorney General Jay Nixon sued the operators of Completeskiptrace.com on Feb. 21, saying they were violating Missouri consumer protection laws by misrepresenting that is legal for them to obtain, possess and sell the information.

Completeskiptrace.com is the second such Web site Nixon has targeted. Last week, Missouri became the first state to obtain a court order preventing an Internet business that sells cell phone records from conducting business in its state. Nixon's aggressive actions resulted in a preliminary injunction against Locatecell.com.

In a statement, Nixon said, "A person's cell phone records shouldn't be available to anyone with a credit card. We'll continue to go after these Web sites because of our concerns about consumer privacy and about the legality of how these confidential records are obtained."

An investigator from Nixon's office went online to Completeskiptrace.com last week and was able to purchase the account number of his own private cell phone. Nixon said the defendants do not have authorization from the wireless and cellular telephone service providers to access the customer information that they advertise on their Web site.

The consent preliminary injunction signed today by Circuit Judge Thomas J. Brown III prohibits Get A Grip Consulting Inc. and owner Rob Schroader from:

  • Attempting to obtain or obtaining any personal and confidential information from any cellular or land line telephone service provider regarding any of that provider's customers who reside in, or originated accounts from, the state of Missouri;

  • Attempting to obtain or obtaining any personal and confidential information from any third party regarding any subscriber to cellular or land line telephone service who resides in, or has originated accounts from, the state of Missouri;

  • Operating the Web site Completeskiptrace.com or any other Web site as a means to offer for sale or sell any Missouri customer information of any cellular or land line telephone service provider currently in their possession to any third parties;

  • Taking, processing, or in any way acting upon an order or request for personal and confidential information relating to any cellular or land line telephone subscriber in any state where the request is made by a resident of the State of Missouri, other than to determine that said order or request will not be filled; and

  • Using the name or identity of any employee of any cellular or land line telephone service provider for any purpose.
Nixon also is asking the court to issue a permanent injunction that would require the defendants to pay appropriate penalties.
