Majority of Workers Favor Health Benefits Over More Pay
ST. LOUIS (PRNewswire), September 24, 2006 - More than half of workers in the United States -- 54 percent -- said that health benefits are more important to them than higher wages, according to results from the American Payroll Association's 2006 "Getting Paid In America" online survey, released today.
"With more companies facing rising health care costs and the constant need to increase productivity, organizations are looking for ways to better manage their benefits programs," said Zachary Meyer, senior vice president of Ceridian's EAP and work-life division. "In addition to ongoing innovations in payroll processing, we believe the next generation of HR outsourcing will focus on providing companies services that increase employee productivity, reduce absences and enhance the overall health of their employees."
Although neither federal nor state law generally requires employers to finance health coverage for employees and their families, approximately 140 million people -- nearly two-thirds of all Americans under age 65 -- receive health benefits through the workplace, according to "Employment and Health Benefits: A Connection at Risk," published by the Institute of Medicine. Most of those with employment-based health benefits view them favorably and value them highly.
"Getting health coverage through employers is convenient and reassuring," said Jeff Lemieux, Senior Economist, Progressive Policy Institute. "Employers handle the paperwork and payroll deduction of premiums, and can help resolve disputes with health plans."
The online survey was held in conjunction with APA's annual National Payroll Week campaign. More than 33,000 employees provided opinions on payroll-related issues.
"These survey results will help American companies better serve their employees and improve their workforce," said Dan Maddux, executive director of the APA. "Employers need to offer quality health benefits to retain the best employees."

Blunt Directs Executive Agencies to Implement New Hiring Procedure, Verify Employee ID, Citizenship
ST. LOUIS (SLFP.com), September 24, 2006 - Missouri Govenor Matt Blunt has directed all executive state agencies to implement a new hiring procedure to verify employees' identity and citizenship. A federally supported online system will allow agencies to verify information provided by employees at no cost.
"As our state and nation continue to face challenges related to illegal immigration, I am pleased to implement this system to verify that prospective state employees are legal citizens of the United States," Blunt said. "This is a good continuation of our past efforts to use technology to make government more efficient and to ensure that we are being responsible stewards of Missouri tax dollars."
Currently, when the state hires a new employee the employee completes an I-9 form and provides related documents to confirm the employee's identity and citizenship. The state is not obligated to verify the authenticity of information provided by employees. However, a program administered by the U.S. Citizenship and Immigration Service (USCIS) under the Department of Homeland Security will allow state agencies to enter information collected with the I-9 form into an automated system and verify the information employees provide.
Blunt directed agencies under his control to implement new hiring procedures that take advantage of the federal tool by October 6th. The governor's charge will protect taxpayer interests by verifying Missouri's employees are legally eligible to work for the state. There is no cost to participate in the program or additional information for employees to provide. Most information can be verified within 3-5 seconds, making this a valuable and easy-to-use tool for state agencies.
