St. Louis Jobs News and Opportunities Major Re-organization Designed to Create Jobs in Missouri
ST. LOUIS, (SLFP.com) August 21, 2005 - The Missouri Department of Economic Development has announced a major internal re-organization that builds on the current strengths of the department and incorporates a proven private sector approach to doing business.

"Thanks to the governor's direction and his proactive approach to reforming state government and being a responsible steward of tax dollars, we are creating a sales driven environment using a private business model to make a good organization even better. The governor already has put in place new economic development tools that will help us succeed and we're going to use those tools to build a stronger and more vibrant economy," said Greg Steinhoff, director of the Department of Economic Development.

"The department will intensify its focus on job creation, job training, private investment and increased state and local revenues. By using taxpayer dollars more wisely and more efficiently, we can create greater economic opportunities for all Missourians. Clearly, Missouri means business," stated Steinhoff.

Under the reorganization, the divisions of Business Development and Trade and Community Development will be merged into one operation to create efficiencies in how the department delivers its services to Missouri's businesses, communities and related organizations. In order to take advantage of the combined expertise of both divisions, teams will be created to focus on those result driven activities using teams built around sales, marketing, development finance, financial management and compliance. The reorganization will not require the department to reduce its work force and in some cases may require additional staff.

The merger will move more professionals out of Jefferson City and into the field to better serve communities and businesses; focus staff on the goals and missions of the department; and raise the department's expectations for results.

"Missouri is in a nationwide and global competition for jobs and business expansion so in order to compete, we must build on our existing base by implementing a private sector approach and creating a sales driven environment that we believe will help us create high quality jobs and attract major employers to our state as well as preparing communities to receive the same," Steinhoff said.

Along with the changes to the department organization and structure as well as some staff re-alignment, some jobs classifications and job descriptions will be changed. Those changes are currently being developed. There also may be some modifications to the department's economic incentives that are currently being reviewed by the department's Incentives Review Committee. Once the review is complete, the committee will submit a report to Steinhoff who will then forward recommendations to the governor. Many of the changes in the department's incentive programs will require legislative action.

"This is not a bureaucratic exercise but rather an aggressive campaign to move away from simply administering programs and implementing programs that encourage job creation and economic growth," Steinhoff said. "The changes we make now will have a positive impact on the state's economy for years to come and we are committed to making Missouri a leader in economic growth."
