MoDOT Clarifies Road Construction on New I/64 Project

ST. LOUIS, (SLFP.com), January 31, 2006 - MoDOT Director Pete Rahn stated that contractors bidding for the job of rebuilding a 12-mile corridor of I-64 from Spoede Road east to Sarah Street did not have a complete closure of the interstate in their plans.
"They are not pursuing the option of a complete closure for Highway 40/64 for the duration of the project," Rahn stated in a press conference prior to a business luncheon at the Hyatt, sponsored by Downtown St. Louis Partnership and BOMA. "It will not happen," he said. "We will be working with the community to ensure that everyone knows in advance what is occurring on the corridor."
He said that MoDOT's timeline for the "Design-Build" project has construction beginning early 2007. "The project will be complete no later than October 2010," stated Rahn.
In an interview following the press conference, St. Louis Mayor Francis Slay told Saint Louis Front Page, that "MoDOT never did say that they were going to shut the highway down. They just never took that option off the table."
Mayor Slay said that it didn't really take a lot of 'arm-twisting' from his office. He related that after hearing from the community and the concerns essentially about creating a bigger problem than the project itself by closing down the highway completely, MoDot saw the 'writing on the wall.'
MoDOT Director Pete Rahn told Saint Louis Front Page that the concept of 'Design-Build' is just a procurement method. "We are allowing the teams that are working on the design of the project time to prepare their prices. They will have in essence a year to prepare their plans and present those back to us this fall," said Rahn.
"These teams are already working on their proposals. The critical component to that is they have to have a design to work from so they can price it out," explained Rahn.
He reaffirmed that none of the teams are considering closing the highway completely. "I want to stress that the idea of a complete shutdown was one option that had been seized upon as an extreme plan and it turns out that by taking it off the table, it has no impact on the teams because they were not considering it to start off with," said Rahn.
Rahn said there may be $7 million to $10 million as an incentive for an early completion of the project. MoDOT officially launched The New I-64 project in 2000. The project to rehabilitate the interstate is expected to cost $535 million.
