New $16 Million Justice Center Garage Planned for Downtown St. Louis
ST. LOUIS, (SLFP.com), January 13, 2008 - Plans were unveiled Friday morning for the new $16 million, 192,000-square-foot Justice Center Garage during a groundbreaking event hosted by the City of St. Louis Treasurer's Office.
The facility will be built on the pre-existing surface lot located at the northeast corner of Tucker Blvd. and Clark Avenue next to the Chouteau Building. Upon completion, it will be utilized by employees working the area's newly-developed office and business space and serve as the linchpin for sports parking and a catalyst for further revitalization in and around Cupples Station.

In a statement, Larry C. Williams, Treasurer of the City of St. Louis, said "In recent years, Cupples Station has witnessed tremendous growth signaling the need for a project of this type. The lack of additional parking will prevent this area from experienceing further revitalization and growth. For this reason, we are thrilled to get this highly-anticipated and much-needed project underway and look forward to witnessing the transformation at the construction site and what this project will ultimately spark along nearby streets."
The eight-level Justice Center Garage will boast approximately 520 parking spaces above its 10,000-square-foot ground-level retail center. The facility will be surrounded by 20-foot sidewalks, making the retail space ideal for a mid-priced steakhouse or sports bar and bistro seating.
The garage's contemporary façade will feature Diamond Vision Boards and programmable LED lights that will change colors in celebration of the successes of sports teams, holidays and special events, such as the annual Komen St. Louis Race for the Cure.
The project is being funded by a series of revenue bonds issued by the City of St. Louis through the Treasurer's Office which are supported by monies collected by the Parking Division in the form of parking revenues and parking violation tickets written by enforcement officials employed by the Supervisor of Parking Meters. None of the costs will be passed along to taxpayers.
Chicago-based DESMAN Associates has been hired as the project's engineering and architectural firm. St. Louis-based C. Rallo Contracting Co., will serve as the construction manager.
Construction is set to begin in the coming weeks and is expected to be completed by February 2009.
