New Enterprise Center to Serve Wellston
and Near North County Area

ST. LOUIS, (SLFP.com), October 18, 2002 - Bob Holden and St. Louis County Executive Buzz Westfall joined Wellston Mayor James Harvey and other officials and business representatives in a groundbreaking ceremony, October 17, for a new business incubator in Wellston, St. Louis County.

   Wellston Redevelopment Activities:
  • WELLSTON INDUSTRIAL PARK, PHASE I: Remediation and demolition of three manufacturing structures and two ancillary buildings, to create an approximate 15-acre industrial park. Total infrastructure cost: $4,500,000.
  • WELLSTON INDUSTRIAL PARK, PHASE II: Development of a 24-acre light industrial park north of Page Avenue that will complement Wellston Industrial Park, Phase I.
  • ST. LOUIS ENTERPRISE CENTER - WELLSTON: Construction of a small business incubator that will offer new small businesses office space and technical support services. The incubator will be part of a small business incubator network that has locations in the City of St. Louis, West St. Louis County and South St. Louis County.
  • PLYMOUTH AVENUE RECONSTRUCTION: Reconstruction of Plymouth Avenue from Sutter Avenue to Skinker Boulevard. The project includes installation of new street lighting, landscaping, street resurfacing, installation of new box culverts at the bridge, closing open channels and opening Plymouth to southbound traffic at Skinker.
  • DEVELOPMENTAL CHILDCARE CENTER: Construction of a 16,000-square-foot developmental childcare facility near the Wellston MetroLink Station and the Metropolitan Educational Training Center. The center will serve 100 children.
  • HOUSING: Wellston Homes L.P., Habitat for Humanity, Audrey Estates, Wagner Avenue Homes. Completed projects resulted in construction of 115 single-family homes. An additional 84 homes are being planned.
The new business incubator will be part of a business incubator network, known as the St. Louis Enterprise Centers, which already has locations in the City of St. Louis, West St. Louis County and South St. Louis County. The Enterprise Centers offer start-up businesses low-cost office, manufacturing and warehousing space; shared services; and networking and mentoring opportunities.

The new Enterprise Center will be the result of a successful public/private partnership. Sponsors of the incubator include the Office of Housing and Urban Development/Economic Development Initiative ($250,000), Edward Jones ($250,000 for construction, $75,000 for furniture and equipment, $450,000 for administrative support over the next 12 years, and volunteers for mentoring and other activities), the Greater St. Louis Regional Empowerment Zone ($750,000), the St. Louis County Office of Community Development ($45,000 for design), and the State of Missouri ($900,000 in brownfield remediation tax credits and $100,000 in incubator tax credits).

"This is a terrific example of what can happen when the public and private sectors work cooperatively," Westfall said. "By bringing all these resources together, we strengthen the economy, grow business in our county, and nurture the businesses that will be our future economic strength."

When completed in the fall of 2003, the Wellston incubator will be the latest stage in an ongoing, comprehensive redevelopment effort in the City of Wellston. Redevelopment activities include the development of Wellston Industrial Park, Phase I. Demolition has been completed and environmental remediation has begun on this 15-acre portion of the light industrial park. Governor Holden announced that the state will provide an additional $1.9 million in brownfield tax credits for Wellston Industrial Park, Phase II, a 24-acre extension of Phase I.

"Redevelopment of our urban areas is key to the economic health of Missouri," Governor Holden said. "The state is proud to support efforts here in Wellston - in rebuilding infrastructure, bringing in industry, and now nurturing start-up businesses. These important investments will encourage a brighter future for citizens and businesses in Wellston and will benefit the St. Louis region and the entire state."
