EAST ST. LOUIS, (SLFP.com), July 5, 2001 - Parsons Place, a 174-unit multi-family apartment (rental) community in Emerson Park, has taken dramatic shape over the past few months. This development consists of 58 tri-plex buildings of one, two and three bedroom apartment unit types. 75% of the units are set a-side for families and individuals of moderate income (50-60% of median) and 25% are market-rate. The development is located north of Interstate 64 in East St. Louis between the new Emerson Park MetroLink Station at 15th Street and the Jackie Joyner Kersee Boys and Girls Club at 25th Street. The project is the result of a partnership between the Emerson Park Development Corporation and McCormack Baron & Associates. The goal is to improve the image of the City, to provide much needed affordable housing for its citizens and to attract people back to the City by offering a superior housing product. The City of East St. Louis invested TIF funds of $1.5M that has in turn leveraged over a $25M investment in this community. Parsons Place is the first private housing development in the City of any major scale in 30 years. The construction has generated nearly 80 calls per day from individuals interested in receiving information. Many callers are also interested in for sale housing. Emerson Park hopes to capitalize on this momentum with a for sale program within their neighborhood in the near future. This is the first phase of over 400 units of affordable rental and 100 units of for-sale housing planned for the community. McCormack Baron and Emerson Park are currently pursuing a second phase of rental housing. Apartment units currently under construction will begin to be available for occupancy after Labor Day.
