City View St. Louis/East St. Louis Joint Economic Development Initiative Receives Nearly $3 Million in Funding
ST. LOUIS, (SLFP.com), May 27, 2001 - The Mississippi River Corridor Brownfields Initiative, a federal program to return unused sections along the St. Louis and East St. Louis riverfronts to productive use will receive nearly $3 million in additional funding.

Federal officials made the announcement at a kickoff ceremony, May 23, attended by approximately 150 people. St. Louis Mayor Francis G. Slay and East St. Louis Mayor Debra Powell were joined by federal officials from Washington, D.C., including Linda Garczynski, Director of the brownfields program for the U.S. Environmental Protection Agency (EPA), Paul Hildebrandt from the U.S. Economic Development Administration, and Peter Dreyfuss, U.S. Dept. of Energy.

The joint application of the cities of St. Louis and East St. Louis was one of 12 across the nation to win the designation of Brownfields Showcase Community from the EPA last fall. The designation came with a $400,000 grant to assess environmental conditions on the St. Louis and East St. Louis riverfronts.

Additional funding, which will benefit eight initial project areas, was announced by representatives of the following federal agencies:
  • $2.035 million in grants from the U.S. Dept. of Commerce Economic Development Administration ($1.5 million to assist future development in East St. Louis, $35,000 for planning for the St. Louis North Riverfront Industrial Corridor; $500,000 grant for infrastructure requirements at The Highlands @ Forest Park.)
  • $650,000 in grants from the Greater St. Louis Regional Empowerment Zone ($400,000 to support North Riverfront planning in St. Louis; the Empowerment Zone board is also considering an application by East St. Louis for a $250,000 grant for its riverfront master planning process.) The Illinois EPA will provide East St. Louis a $250,000 grant to match its Empowerment Zone grant.
  • The U.S. Army Corps of Engineers will provide funds for projects under its 50 percent cost share program called Planning Assistance to the States (PAS).
  • Stan Quy, Acting Secretary's Representative from the U.S. Dept. of Housing and Urban Development, voiced continued support of revitalization projects in the City, such as Darst-Webbe and the Convention Headquarters Hotel.
  • St. Louis Mayor Francis G. Slay and East St. Louis Mayor Debra Powell signed a proclamation to put forth a good faith effort to fulfill the program's goals of revitalizing riverfronts on both sides of the river. Bus tours of the project sites in St. Louis and East St. Louis concluded the event.
  • The eight project areas, most of which are located within the Empowerment Zone, are the East St. Louis riverfront, East St. Louis Central Business District, Hunter Packing Site, a light industrial area, and in Missouri, the North Broadway industrial corridor, Chouteau Lake District, and the former Carondelet Coke and St. Louis Army Ammunition Plants.
